Evaluating the Accuracy of Forecasting Processes of Ground Combat Technologies in a 20-30 Year Horizon

Forecasting changes in military technologies has important implications for determining future battlefields, tactics, operations, and the management of defense research and development investments. In the 1990s, after the collapse of the Soviet Union, predictions were made about the emergence of defense technologies and the development of future weapons by 2020. These projections cover a variety of systems, from unmanned systems, artillery, missiles, to electronic weapons. In this paper, a quantitative and qualitative evaluation of the accuracy of this category of predictions (mainly in the field of ground combat technologies) has been performed. The overall accuracy has been evaluated as very high and about 0.76 due to the use of several criteria. The major differences in accuracy are often between forecasting information acquisition and processing technologies and technologies aimed at physical impact. The evaluations are based on information available in open sources, which is almost not recognized by experts as a limiting factor in the evaluation process.

A Multidimensional Analysis of Aviation Accidents and the Proposal of an Enhanced Analytical Model

Abstract
Background and Objective: Aviation accidents typically result from complex interactions among technical, human, organizational, and environmental factors, and their accurate analysis requires the application of appropriate analytical models. In recent decades, various approaches have been developed for aviation accident analysis, each with its own strengths and limitations. The objective of this study is to systematically review and compare different aviation accident analysis models and to identify the most effective approaches for analyzing different types of accidents.
Methodology: This study is a review–analytical research employing a systematic comparative approach. In this research, the major models used in aviation accident analysis, including traditional models (such as Fault Tree Analysis and chain of events approaches), systemic models (such as the Swiss Cheese Model), human factors based models (including the SHELL and HFACS models), and data driven models (such as machine learning–based approaches) were examined. Data were collected through a review of scientific literature, research articles, and reports published by reputable aviation organizations. The models were then compared based on a set of predefined analytical criteria, including analytical accuracy, ease of application, practicality, and the capability to identify and analyze human and organizational factors.
Findings: The results indicate that systemic models, particularly the Swiss Cheese Model, are more effective for analyzing complex and multi causal aviation accidents, as they allow the examination of interactions among multiple layers of safety defenses within a system. In contrast, traditional models such as Fault Tree Analysis are more suitable for identifying root causes in relatively simpler accident scenarios.
