A two-step decision model for strategic collaboration in high-tech products research and development projects

Abstract
Research and development in the production of high-tech products requires resources beyond the capabilities of an organization. In this paper, effective indicators in strategic cooperation for research and development projects of this type of products in both internal and external areas were identified. Then the indicators were categorized and two conceptual models were developed. Testing the hypotheses based on a survey of experts showed that in the intra-organizational model, "project characteristics" have a positive effect on "requirements" and the latter hase a positive effect on "capability". In the extra-organizational model, "capability" has a positive effect on "task capability" and "task capability" has a similar effect on "adaptability". A two-step decision model was developed using the DEMATELtechnique. In the first stage, using the network analysis process, the decision is made to develop internally or cooperate in the project, and in the second stage, the cooperation mechanism is determined. To confirm the developed model, one of the studied projects was reviewed.
